Reason 1: The Two-Step Opt-In Process

Many testers mistakenly believe that clicking "Become a tester" on the web link is the only step required. However, Google requires a two-step process:

  1. The user must click "Become a tester" on the web opt-in page.
  2. The user must download the app to their device via the Play Store link provided on that same page.

If the 12th tester opted in but didn't actually download and install the application, Google will not count them as an active participant.

Reason 2: Play Console Reporting Delays

The Google Play Console is not a real-time dashboard. Metric updates, including tester counts, are processed in batches.

It is incredibly common for a tester to install the app at 2 PM, but the Play Console will not reflect the updated 12/12 count until 24 to 48 hours later. Do not panic. Google's backend tracks the exact timestamp of the install, so your 14-day clock has already started; the UI is just catching up.

How to Fix It

To resolve the stalled count, take these steps:

Verify Installations
Contact your testers and ask them to confirm the app is physically installed on their home screen.
Add More Emails
Don't wait for one specific person to figure it out. Add 3 to 4 more emails to your tester list and ask backups to opt-in immediately to push your number over the 12-tester threshold.
